Financial Specialist

As a Financial Specialist at the GS-0501-7/9 level, some of your typical work assignments may include:
Identifying obvious information errors and inconsistencies in financial data and resolve by conducting searches for required information. Recording financial documents consistent with the policies and procedures that govern the federal accounting cycle. Analyzing and managing financial matters to ensure expenditures are in accordance with applicable guidelines. Entering data for obligation/de-obligation; retrieving information for budget reports; and researching and reconciling errors within automated accounting and budget systems. GS-07 TIME IN GRADE REQUIREMENTS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 grade level is required to meet the time-in-grade requirements for the GS-07 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You may qualify at the GS-0501-07 level, if you fulfill one of the following
Qualifications:
A. Completion of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies; OR B. One full year of graduate level education in an accredited or pre-accredited college or university in one of the following related fields:
Accounting, Finance, Business Administration, etc. The education must demonstrate the competencies necessary to do the work of the position; OR C. One full-time year (12-months) of specialized work experience equivalent to the GS-05 grade level in the Federal service that demonstrates your ability to:
1) Assist with reviewing financial reports in order to identify problem areas; 2) Assist with reviewing financial obligations and expenditures to ensure compliance with established policies and procedures; 3) Assist in the preparation of annual budget, budget amendments, and supplemental appropriations; and 4) Utilize electronic financial systems for receipt and disbursement of funds for a variety of accounts; OR D. A combination of education and experience as listed above. GS-09 TIME IN GRADE REQUIREMENTS:

One year at the GS-07 grade level is required to meet the time-in-grade requirements for the GS-09 grade level. You may qualify at the GS-0501-09 level, if you fulfill one of the following
Qualifications:
A. One full-time year (12-months) of specialized work experience equivalent to the GS-07 grade level in the Federal service that demonstrates your ability to:
1) Review financial reports in order to identify problem areas and recommend solutions; 2) Analyze financial obligations and expenditures to ensure compliance with established policies and procedures; 3) Participate in the preparation of annual budget, budget amendments, and supplemental appropriations; and 4) Utilize electronic financial systems for receipt and disbursement of funds for a variety of accounts; OR B. A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Accounting, Finance, Business Administration, etc.; OR C. A combination of education and experience as listed above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
